Minecraft server resource pack wont download

When you join a lobby that requires a resource pack and it says "Attempting to send you the resource pack", but you never end up downloading the resource pack. When a server attempts to send my client a Resource Pack, the game crashes. The issue (at least I believe it is) is that the client can't create the "server-resource-packs" folder in my Minecraft directory, causing it to not be able to download and crashing the game.
